The process is that he confirms he is willing to sign and the NRL is informed. The Panthers are then told and the 10 day period starts. Penrith has 10 days to convince him to stay.
At the end of the 10 days he can sign with either team or backout and go back on the open market.
The positive is we will have confirmation if he is coming or not in 10 days.

They need to make it that it is now only these 2 teams left and no other team can sign him as he has already agreed to terms.. I can see this system is going to be a mess and not just with Laui.
