I am purely speculating, but I reckon it is very close to done (perhaps all but formally). The comments from the Panthers CEO (you wouldn’t be hard on the bloke taking that kind of money) + the comments from Greg Alexander (i.e. are you paying overs?) tell me they know he is leaving.

Basically it would mean that he is willing to accept our offer, the offer is then submitted to the NRL who inform the Panthers that the Wests Tigers have made Luai an offer that he is willing to accept and then the Panthers have 10 days to negotiate with him and convince him to stay.
At the end of the 10 days he makes his decision.
“Once the 10 day period ends, the player is free to sign with either club. Players have no obligation to accept an offer from their incumbent club even if it matches the offer from the new club.”
I don't know if we have reached that point, but the banter between lee and Brandy yesterday and then the way the media have started focusing on the release for 2024 instead of who he will sign with, plus Alexander's quotes about him not being released to the tigers for 2024 have me of the belief that we have reached that point.
It is all based of speculation though.
