Until that happens Coaches will push the limits to gain advantage… having a player or 2 on the sideline for 5 or 10 mins would force tactical changes
Not sure PVLs answer is the correct solution. Teams will still find ways to abuse it outside their own half. Thought the best solution was the 1st two tackles the infringements should always be a penalty, after that six again. Bests of both worlds, but what would I know.
I would just add an extra 3 tackles in whenever an infringement occurs. So a 6 tackle set turns into a 9 tackle set. The penalty is consistent regardless of the tackle count or field position.

I like the changes to the six again rule. Given that it applied horribly inconsistently, sides were constantly getting pinned in their own half by teams holding down in the ruck.
Likely that it will just means that the usual suspects will get regular piggy back penalties from their own line
